The Landings at HarborSide

Work is progressing on phase one of the Landings at HarborSide, a 49-acre, mixed-use development at the former Naval Reserve Training Center in Perth Amboy, N.J.

"We began construction of the first of the residential complexes, known as the Admiral, in late October," said Sam M. Gershwin, president of Westminster Communities LLC, the construction division of Kushner Cos., which is based in Florham Park, N.J. "We are well into the foundation work."

Westminster Communities was named the designated redeveloper of the project in 2000 and began infrastructure improvements in summer 2003.

The Landings at HarborSide - one of the largest comprehensive redevelopment projects in the United States between a private developer and municipality - is a comprehensive, eight-year $600 million plan that incorporates residential and retail development, recreation, parks, marina and future hotel site.

The training center was closed by the U.S. Navy in 1995 and subsequently served as a dock/storage facility for a local cruise ship operator. The building is located on the water's edge at 1 Fayette St., at the foot of Smith Street in the heart of the newly proposed marina district.

The architects and master planners for the Landings at HarborSide are from the Liebman Melting Partnership, a New York-based architectural firm. Century Design Inc. of New Hope, Pa., is implementing the design.

One of the first things Westminster Communities did was transform the former training center building into a sales and design center, which has been completed.

Visitors to the center will walk through a typical Landings streetscape, complete with actual building facades and a landscaped courtyard. The center will include a range of interior design options, which buyers can view in person or through interactive virtual tour selection stations.

All finishes and upgrades, including appliances, bath fixtures, cabinets, wall treatments and floorings, will be on display.

The redevelopment is being executed in four phases. Phase one is to include 462 residential units contained in five complexes that will incorporate significant infrastructure improvements.

The Admiral will feature a total of 78 one-, two-, and three-bedroom units with several penthouse apartments located within two, six-story condominium towers. Low-rise residences will include eight two-bedroom duplex loft units overlooking the waterfront and six townhouse triplexes. These units will range in size from 900 to 2,000 sq. ft.

Upon completion, the project will include 2,100 residential units made up of town homes and mid-rise luxury condominiums with indoor garage parking. The development will also encompass up to 150,000 sq. ft. of retail space, including an international market, restaurants, specialty shops, community center and public recreation facilities.
