Rafael Cestero has been chosen as commissioner of the New York City Department of Housing Preservation and Development.

Carlos Varzman has been joined commercial interior architecture and design firm M Moser Associates as senior project architect in the New York office.

David Evans and Associates, Inc.—an engineering firm based in Portland, OR—has hired Tim Ng as its new program and business development manager in the New York office.

Nicole Bertrán has been hired as vice president of Program Services at The Edward J. Malloy Initiative for Construction Skills, Inc. in New York City.
