David Battistini has joined Pennoni Associates in the Vineland, New Jersey office as municipal division manager and senior engineer.

Wilfried Laufs has been hired by engineering firm Thornton Tomasetti, Inc. as vice president, in the New York office.

Patrick Whelan has joined contracting firm Judlau Companies as general counsel and Frank Giuliano has been hired as the director of Human Resources.
