It won the Platinum Level STEP Award for its National ABC's Safety Training and Evaluation Process. TVGA Consultants, an engineering, surveying, and environmental services firm based in Elma, N.Y., has opened a new office in Syracuse, N.Y. Eric Logan has accepted a project manager position in the new office.

Edwards and Kelcey, an engineering, design, and construction management company based in Morristown, N.J., has acquired Epsilon Engineering of Houston and College Station, Texas. Epsilon specializes in highway and roadway engineering for clients such as the Texas Department of Transportation and municipal agencies in the state.
