New Commissioner at DEP
Emily Lloyd has taken the helm at the New York City Department
of Environmental Protection. Mayor Michael Bloomberg appointed
her last month to replace Christopher Ward, who left last
fall.
The department oversees large environmental remediation
projects, and plays a central role on environmental aspects
of major construction projects handled by other agencies,
including the Department of Transportation and the N.Y.C.
Economic Development Corporation.
One of the biggest current jobs is construction of the
$1.2 billion Croton Filter Plant in the Bronx. The five-year
job has already stalled a few times since it broke ground
late last year, because of litigation from groups opposing
the siting of the plant. If built, the plant would filter
293 million gallons of water daily from the city's system.
Schiavone Construction of Secaucus, N.J., is general contractor
on the plant, which would be built under the Mosholu Golf
Course in Van Cortlandt Park.
Lloyd was commissioner of the city's Department of Sanitation
from 1992 to 1994 and was an executive v.p. for government
and community affairs at Columbia University. She also had
been director of business development at the Port Authority
of New York and New Jersey.
