BOMA/NY Publishes Guide

The Building Owners and Mangers Association of New York recently published a study guide entitled BOMA/NY Hi-Rise Drill Book for Building Staffs.

The 60-page publication utilizes a scenario-based learning format applicable to all buildings. It is comprised of two core sections: knowledge and

Skill drills. The knowledge-based drills focus on building-specific knowledge such as  stairwell equipment and evacuation paths. Knowledge drills rarely run more than 15 minutes and do not require special equipment. The skill-development run 45 minutes and involve building systems and equipment. Scenarios involve emergencies caused by severe weather, power failures, partial building collapses and hazmat releases, while targeting skills that will be needed, such as electrical/gas/steam shut-down,

emergency generator start-up and securing the building's access points. It also provides a number of sample scripts, including notification announcements and how to make accurate, professional 911 calls.

The self-study guide has a high level of utility “because it was created for the entire crisis management team by those who will be responsible for, and participate, in these drills. There has never been a book or an effort like this before in our industry,” said BOMA/NY President Angelo Grima.

BOMA/NY worked with experts from New York Police Department, Fire Department of New York, Office of Emergency Management and New York’s building owners and mangers for a year to create the guide. “More than a dozen individuals expended hundreds of volunteer hours to bring vital information to the building teams who have the safety of New York’s 3.5 million tenants in their hands,” explained Grima.

“Hi-Rise Drill Book was developed to coincide with the requirements of RCNY 602, better known as the Local Law 26 Emergency Action Plans, and while it is particularly applicable to the Fire Safety and Emergency Action Plan Directors/Deputies and building evacuation supervisors, it contains drills for the entire building staff. It also can serve as a management tool for measuring and evaluating overall preparedness,” ,” said Walter Ulmer III, spearheaded the effort for BOMA/NY as well as a member of the Preparedness Committee who published the guilde.

BOMA/NY Hi-Rise Drill Book for Building Staffs is the second publication developed by BOMA/NY.

NYIEC Holds Tech Conference

The New York Interagency Engineering Council recently held its 14th Annual Technical Conference at the Frank Sinatra High School Auditorium in Long Island City.

The 2008 conference was themed “Planning & Building for New York City’s Future” and as such, presentations were given on The New NYC Building Code, Graphic Information Systems, Building Information Modeling, Sustainable Streets, Extension of the 7 Line and The Next Generation of Electrical Power Distribution.

The keynote speaker Abhi Basu, principal of Basu Technology Inc. discussed how through Building Information Modeling, “the concept of ‘building’ is used as a noun by the architecture and engineering community to hold design information and is being expanded to include ‘building,’ as a verb as contractors discover multiple benefits of BIM in areas of constructability analysis, logistics, 4D scheduling, progress measurement and quality assurance,” said a spokes person for NYIEC.

Accompanying Basu at the conference were guest presenters, NYC Building Department Deputy Commissioner and Chief Code Engineer Fatma Amir, NYC Department of Transportation Commissioner Janette Sadik-Khan, MTA Capital Construction Vice President and Chief Engineer Joseph Trainor. Representatives from ConEdison, NYC Department of Design & Construction, NYC School Construction Authority, US General Services Administration, Port Authority of NY & NJ, and Langan Engineering also conducted presentations

The 2009 conference will be held in May or June and early discussions for the theme are centering on Construction Economics in the NYC region.
