E.W. Howell, Plainview, N.Y., has promoted Robert Zirkel from project superintendent to vice president/general superintendent. In this role, he will provide executive support and oversee construction superintendents and field operations for the firm's Manhattan projects.
The Spector Group, New York, has hired Robin Thompson as director of business development. The firm has also relocated George Kuchek, senior associate and project manager, to New York from offices in Long Island. Both Kuchek and Thompson will report to Scott Spector, a principal at the company.
Parsons Brinckerhoff has named John Boulé II vice president. Based in New York, he will serve as senior manager for priority project delivery and as lead manager for the Northeast region's Superstorm Sandy recovery efforts. Boulé is the former commander of the New York District, U.S. Army Corps of Engineers.
Dewberry has promoted Anthony Fulco and Peter Agnello from associates to senior associates. Fulco and Agnello are based in the firm's Bloomfield, N.J., office.

Douglas Adams, Sam Schwartz Engineering's (SSE) active transportation director, has been elected for a three-year term to the Association of Pedestrian and Bicycle Professionals board of directors. SSE recently received the American Society of Civil Engineers' national award for sustainable design; ZweigWhite's Jerry Allen Courage in Leadership Award; and the Manhattan Chamber of Commerce's 2012 Mid-Size Business of the Year Award.
